What this score does and does not tell you
Automated tools cover roughly a third of the WCAG success criteria. All green is not the same as conformant. Keyboard order, what a screen reader actually announces, and whether alt text says something useful are things a machine cannot judge.
Levels are cumulative: without A there is no AA. So a single level-A violation caps the score at 79, and passing A while missing AA caps it at 89. The number itself is 100 minus a deduction per failed rule, weighted by severity and by the square root of how many elements fail. Use it to rank your own pages, not as a certification.
In Taiwan the accessibility mark is certified by the National Development Council, and their process is what counts. This tool clears the machine-detectable problems before you apply.
